The emergency revenue tax and su­ gar duty should be continued. The income tax exemption shouldbe lowered ,and the surtax increased. Taxes should be-imposed on gaso­ line and naphtha, automobiles and in­ ternal explosion engines, bank checks* pig iron and fabricatediron and steel, Citizens who have been disloyal “must be crushed out.” Economic resources must be mobil­ ized. An advisory board for civilian ex­ perts for the army and navy should.be organized, ’ ' Farmers* loan facilities must be in­ creased.
