ORDINANCE NO. 17* AN ORDINACE PROVIDING A UNIFORM RATE OF CHARGE I FOR PERMIT TO TAP SANI­ TARY SEWERS, AND PENALTY FOR VIOLATION, AND REPEAL­ ING ORDINANCE NUMBER 158, PASSED JULY 1 7 t l 1930. BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF CEDARVILLE, STATE OF OHIO:- SECTION ONE:-That it shall be unlawful for any person, persons, Arm or corporation, to tap any main or trunk sanitary sewer of the Villago o f Cedarville, Ohio, without first ob­ taining from the proper Village Au­ thority, a permit so to do, SECTION TWO:-Ebch applicaiL for permission to tap any main or sanitary sewer of said Village of Cedarville, Ohio,, the sum o f Ten Dol­ lars ($10.00), for each residence or other building to be connected with said sewer by said tap; provided how­ ever, i f the property to be connected with said main or trunk sewer has not been assessed for the construc­ tion o f any main or trunk sanitary sewer, the applicant for such permit, in addition to said sum o f Ten Dol­ lars ($10.00), shall pay the sum of One Hundred Dollars ($100.00), for each residence or other building to be connected with said sewer by said tap, SECTION THREE:-Any person, persons, firm or corporation, violat­ in g any. ofthe-provisions-of Jhis^OBt DINANCE, shall upon conviction thereof, be fined not to exceed the sum of Three Hunderd Dollars ($300.00), for each offense, and shall pay the costs of prosecution. BE IT ORDAINED BY THE COUN­ CIL OF THE VILLAGE OF CEDAR­ VILLE, STATE OF OHIO:- SECTION ONE:- That it shall fee unlawful for any peraon. persons, firm or corporation, to establish or main­ tain any privy, cesspool or private sewer, on, premises accessible to pub lie sewers, and all such premises shall be connected with the public sanitary sewers. SECTION TWO:-It shall be unlaw ful for any person to discharge into any sanitary sewer, any surface drainage, roof water, overflow from cisterns, cellar or basement drainage, bub-soil drainage,' or other clean and unobjectionable waste water. SECTION THREE:- It shall be un lawful for any person to discharge sewerage into a storm sewer. SECTION FOUR: It shall be unlaw­ ful for any person, persons, firm or corporation, to make connections with any sanitary sewer, without first ob­ taining a permit so to do, from the proper Village authorities. Upon ap plication for permit to tap any main or trunk sanitary sewer, the appli cant shall pay a fee of Ten ($10.00) for each residence or other building to be connected with said sewer by said tap. After the connection is made, the same shall be inspected by the proper Village authorities, and record of said connection, and o f any and all sewer connections in tfee Vil­ lage, shall be made and kept by the proper Village officers, and the fee a- bove named shall be in full payment for the permit, right of connection inspection and record aforesaid, ex­ cept that in event the property to be connected with the sanitary sewer has not been assessed for the construction of any main or trunk sanitary, sewer, the applicant for permit, in addition to the said fee of ten ($10.00), shall pay the sum of One Hundred Dollars ($100.00), for each residence or other building to be connected with said sewer by means of said tap. SECTION FIVE:- Any person, per sons, firifi or corporation, violating any of the provisions of this ORDL- NANCE, shall upon conviction there of. be fined not to exceed the sum of Three Hundred Dollars ($300.00), for each offense, and shall pay the costs of prosecution. Joseph was Jacob’s favorite son. This favoritism expressed itself is a superior position and more respect­ able clothes. That Jacob should feel partial toward Joseph perhaps was inevitable, but that he should mani­ fest It was extremely unwise. II. Joseph Hated by His Brethren ,( t . 4). His superior character, was a con. tlnnal reminder to his - brethren of their evil deeds, The silent rebuke of a righteous life Is hard for the wicked to bear. His father’s favoritism fanned this hatred into a flame which at last burst forth upon him. Such .parental _ indiscretion_may lead to murder. The good are noY always loved. III. Joseph’s Dreams (vv. 5-11). God showed to Joseph by means of these dreamy his future. It was right for, Joseph fo have these dreams be­ cause they were from God, but per­ hapshewas indiscreet In making them known. Often times the manner,! in which a thing Is done offends more than the thing itself. 1. His brothers’ sheaves bowing in obeisance to his (vv. 5-8). This was jrlghtly Interpreted by them to mean their subjection and obedience to him. This Intensified their hatred of him. It eras hard enough for them to endure the father’s favoritism, but to have this dream narrated, which pictured fels rule over him, was more than, they could endure. 2. The sun, mdon, and eleven stars rendering obeisance to felra (w. 9-11). This dream is wider in its applica­ tion than that of the. sheaves. The eleven stars are Identical with the eleven sheaves. The suu and moon is rightly Interpreted by his father as representing his father and mother Tendering obeisance- to him.. This dream created within his father’s mind' a suspicion of a lurking ambi­ tion of selfishness and vanity In Jo­ seph’s bosom,-. He rebuked him for It, but possessed the good sense to ob­ serve it. The' hatred of his brethren revealed itself in envy. .IV, J’ossph Bent by HIs Father on a Mission of Mercy to His Brethren (w. 12-17). r* His brethren bad gone to Shechem, about fifty miles distant from Hebron, where was sfenndance of pasture for their flocks Jacob became anxious about their welfare and sent Joseph to find ont their condition. Knowing the attitude of his brethren toward him, he no doubt realised that his mission was fraught with grave dan­ ger, It means exposure to highway robbers, wild beasts, and the murder- one hatred of bis brethren. Unde­ terred by the envious hatred, of his brethren, he willingly responded, "Here am I." V. Joseph’s Recaption by His Brethren (vv. 18-28). As soon as they saw him their hatred began to burn. 1. Their murderous plot <vv, 18-22), They said, "Behold, this . dreamer cometh. Come now therefore, and let us slay him.” They thought to .pre­ vent these dreami| from coming true by destroying tbe dreamer. Reuben dissuaded them from this act by pro­ posing to cast him Into a pit, think­ ing to rescue him and return him to his father. 2. They stripped him of his'boat of many colors and cast him Into the pit (w. 23, 24). In mite of his earnest entreaty against this wicked act, they .perpetrated this heartless cruelty (Gen. 42:21). „ 8, Their feasting (v. 25). Their heartlesansss manifested Itself In 'their enjoyment of a meal, perhaps within the sight and hearing of Jo­ seph’s cry. 4. Sold to the lahmaelltes (vv, 25- 28), In the providence of God, these merchantmen passed by at the oppor­ tune time. Judah proposed that they ‘sell him, as no gain could accrue from letting him die in the pit. Having done this infamous deed, they sought to cover it up by lying and deceit.
