Tbe influx of aliens Is diminishing week by week. During the fiscal year ended June 30 tbe total of immigrants admitted at this port from all foreign countries fell to 116,705—approximate ly. This Is only a little-more than one- third o f the total of entries for tbe fiscal year of 1029-1030, which was re corded at 302,304, On the other hand the number of aliens leaving these shores for their homelands is increasing steadily. Dur ing the twelve-month period which has just come to a close some 184,080 of them filed through ElUs islands on their way back to the “old countries” as compared with a corresponding to tal o f 170,412 fo r the fiscal year which closed June 30,1030. ^ Depression to Blame.' i Old Man Depression Is to blame—or be credited. With mills and factories closing down, or Tunning on reduced schedules throughout the country, building operations coming to a stand still and farmers unable to hire help, the alien within our gates is finding It more and more difficult to find employ ment-even by undercutting the na tive-born worker, In many places, too, preference Is give to America’s own needy in the distribution of relief funds—-another thing which makes It difficult for tlie sojourning immi grant to understand this land o f ours. At least that is the way the immigra tion officials size up the situation. The Immigration tide began to turn outward early last year. Decline of 90 Per Cent. This compared with an average of 3,051 monthly for the preceding ten months o f the fiscal year. The May total was 69.4 per cent below the monthly average of 8,095 for the last fiscal year, 87,7 per cent below the monthly average for-lQ30 and 89,4 per cent below the average for the fiscal year 1020—the figures dealing in each case with immigrants officially classi fied as, aliens defined, for purposes of the record as immigrants who ant uounce their Intention of making their homes here. ' ' The department’s figures show that immigration as a whole and for the entire country has declined 90.3 per cent' since three years ago when the influx from all sources except Mexico was practically normal. The propor tionate decrease was . larger in some cases, particularly for the Irish Free State, Scandinavian countries, Ger. many, and Great Britain, while that for Italy was 68.5 per cent and for Asia only 50.2 per cent. Immigration officials up to a year or so ago were Incline* to give credit to the diminishing immigration tide to a strict enforcement of the lmmlgra tlon quotas laws. Under a policy laid down by President Hoover in Septem ber, 1030, consular offices began with holding visas from applicants who might become public charges upon their arrival here and so zealously was this rule carried out that It came to the pass where a majority o f aliens admitted for permanent residence were near relatives of American citizens and aliens resident in the United -States. This, of course, cut down the Influx tremendously. But it Is only In tlie last 18 months or so that the outflow has’ begun to gain the balance In volume and the author ities say there is no doubt the depres sion is primarily to blame. The Association Against the Pro hibitum Amendment is the outstand ing "w et” organization in the United States. Its leaders are wealthy men who want the return o f the liquor traffic to relieve them o f their income and corporation taxes, Out o f *425,000 received by this organization, eight millionaires gave 47 per cent o f the amount, 20 millionaires gave 64 per cent and 53 millionaires gave 75 per e'ent. Irene DuPont says if beer is re stored and taxed by the government it would save ,his companies *10,000,- 000 annually in corporation taxes. These men want the laboring men to drink the beer and pay their taxes. For every man that might he em p loyed'by the return o f beer, there would be three fired from mills and industries that would lose the beer money. ' * * * . Judge B . D . Sartin o f Wichita Falls, Texas says there are just three argu ments for liquor: first, 1 want liquor to drink; .second, I want to make a profit from the manufacture and sale of liquor; third, I want the drinker to help pay my taxes. And, says Judge Sartin, the third is the moat wicked o f the-three.
