FABM PONDS PROVIDE WATER— Interest in farm ponds show that farmers are determined net to be com pelled by drought conditions to haul water as many did last summer and fall. Farm ponds are practical in providing water inexpensively. How ever dams built carelessly often go our during the first heavy rain, Farm ponds should be built iu small watersheds where most of the water drains ftom woodlands o r pasture fields. Earthen dams should be five and one-half times as wide a t the bot tom as the. dam is • high, The soil should be placed in layers and be well packed. The spillway should be large enouggt to release excess water dur ing heavy rains. Livestock should be fenced off the dam and away from the banks. Water can be piped to tank below .the pond. DR. WashingtonLetter (fJsnHimtd frmsffr* pegs) On March 28rd representatives of the Army and Navy appeared' before secret session of the Military Af fair# Committee of the Senate, with only seven of its eighteen members present, and asked for the enactment of what they called A simple law to* protect the military, naval and diplo matic codes of this and other nations, Little attention or study was given the measure, which carried a penalty of a $10,000 fine or ten years in pri son, and i t passed the Senate without debate by unanimous consent last week, while that body was engaged in a fight oyer the extension of Lend- Lease Act, A day or so later, Sena tors Ferguson of Michigan and Taft of Ohio found time to check the Bil more carefully and, to their amaze- ment, discovered its enactment into law could meati the virtual destruc tion of our freedom of press and speech, inasmuch as it could be uset to prevent public discussion-r-even in Congress of any matter which might, at any time for any reason, be trans' scribed into code. Practically all military and naval orders and diplo-, matic messages are -transmitted in code. Under the proposed law censor ship could be invoked upon all such matters, including future discussions of the Pearl Harbor tragedy, military and naval operations, or the* diplo matic conference held in the past or future. Senator Ferguson has filed a motion to reconsider the bill, which now. will probably be defeated.
