The need for such reorganization is apparent, for the Executive Branch o f the Government has grown unweild- ly and topheavy during the past f if ­ teen years. However, a mere shift­ ing or transferring of governmental agencies and employees from one de­ partment to another will not suffice. What is needed is th^ complete abol­ ishment of many governmental agen­ cies and activities,-and the elimination from the public payroll o f a million or so of the more than three million Federal employees now attached there to The Republicans in Congress are demanding a cut of at least twenty- five percent in the operating cost of government deportments, and the elim {nation o f numerous unneeded gov­ ernmental agencies. Under the Bill as passed by the House, the President must submit any proposed reorganiza­ tion plan to the Congress, and unless the House and the Senate vote to re­ ject the plan within 60 days, it goes into effect. Such a law of course, makes it quite easy for the President to have his own way, and difficult fo r the Congress to block any Presidential reorganization action, In other words, it takes the vote of both ..Houses to veto any reorganization program sub­ mitted by the President.
