That the plans, specifications, estimates and pro files of the proposed improvement, heretofore prepared by the engi neer, and now on file in the office of the Clerk of Council, be and ,the same are herebyapproved. SECTIONS. That the whole cost of said improvement less 1-50, and the cost of intersections, shall be assessed by the front footage up on the following described lots and lands, to-wit, all lots and lands bounded and abutting upon the pro posed improvement, which said lots and lands are hereby determined to be specially benefited by said im provement; and the cost of said improvement shall include the ex pense of the preliminary and other surveys, and of printing and .pub lishing the notices, resolutions and ordinances required and the serv ing of said notices and the cost of engineering, legal services and ex penses, and the cost of construc tion together with interest on the notes and bonds issued in antici pation of the .collection of deferred assessments and all other neces sary expenditures, SECTION 5.
