Reason: Not enough mem­ bers present to form a Quo­ rum. This pointed up the need to e l e c t a member to fill the vacancy created in October j by the departure of H i n s o n j Talbott for Florida. At the b e g i n n i n g of the meeting, Mayor Floyd Smith, President Hersel Long, Mrs. He l e n Heifner, andG.R. Cushwa were seated. At 8:20 p. m ., Robert Ringer arrived to fill the quorum. Council­ man Frank W e l l e r did not attend the meeting.
