4 JANUARY 10. 1956 the greene county GUARDIAN SIDEWALKS AND WELL DRILLING Jamestown Faces J a m e s t o wn wheeled into 1957 facing a couple of ma jor projects - - an extensive, doomed-to-be-controversial sidewalk and c u r b program and the s i n k i n g of a new wa t e r well to backstop the village's lone supply. Financially, the village is sitting well with $40, 921. 76 in the bank, a c c o r d i n g to the year-end report prepared by Village Clerk Dean Sess- lar. However, most of this mon ey is tabbed for bond retire ment and remainder that is not n e e d e d for day-to-day o p e r a t i n g expenses of the village will probably be ear marked for the well project. Also on the future book for Jamestown taxpayers is the a l mo s t certain opportunity they will be g r a n t e d five mo n t h s hence, in the May primary elections, to approve a one-mill tax that woul d f i n a n c e a doubling of the lighting in town. The levy b e a r s the l i g h t scars of one defeat in Novem ber, a result of insufficient information on the part of the citizenry, most observers believe. < Meanwhile, in closing the docket on 1956, the record shows an active year for the village. Official family of the vil lage was shuffled around a bit with departures and resig nations, a rash of burglaries here was ended with a spec- 11,000 Foot of (2as Main Laid More than 14, 000 feet of gas mains were installed in C e d a r v ille and Jamestown last year by Dayton Power & Light Company, part of over 29 m i l e s laid in the Xenia district. In Cedarville, 10, 392 feet of ma i n were put in while 4, 507 were laid in James town. The construction was part of a program to provide greater capacity so that fa cilities will be available as the demand of gas increases, District Manager L.V . Nil- son said. In a d d i t i o n , the village s ew a g e disposal plant was completely re-done, a new addition built for a combined cost of $81, 000. And a fire chief resigned after 25 years of service to the municipal ity and surrounding country side. C h a n g e s on the vi l l age council saw the election of Frank W e l l e r to serve the unexpired term of Howard Fairley after Fairley's resig nation in January. Mrs. Helen Heifner submit ted her resignation on Feb. 20 and Robert Ringer was e- lected to fill her term. But Mrs. Heifner was not long absent from the council table for she was re-elected by the council members after the resignation of Arthur English on June 4. He n s on Talbott ended a n umb e r of years of service to the village when he re signed in October upon his departure for a new home in F l o r i d a . His vacancy was filled in December with the election of Paul Ballentine. A brief plague of burglaries that kept store owners sleep less ended in November when Police Chief Howard Wright captured a former Jamestown r e s i d e n t after a 100-mph chase b e t w e e n Jamestown and Cedarville on State 72. The confessed burglar, Robert Hosier J r ., 32, was to appear b e f o r e the grand jury this week. C l o s i n g of 1956 also saw the close of Dora L. Fields' quarter c e n t u r y service as Jamestown fire chief. Fields, who became chief simultan eously with the arrival efthe old Reo pumper, moved aside because he figured he "had done one job enough. " Nowwearing the fire chief's h e l m e t is Delmer Shinkle who has been in the depart ment for the past eight years and was moved up from the post of assistant fire chief. With Shinkle's appointment came a $100 raise in annual pay, boosting wages to $400 yearly. The additional $100 was voted by township trus tees who joined with village council members in the ap pointment of Shinkle and, at the same time, strongly urged that the fire depart ment be e n c r e a s e d t o 2 0 firemen. F i r e m e n also received a 50-cent across - the - board boost in wages. In the mill now is installa tion of a part-time light at the school intersection of N. Limestone, State 72 and the South Charleston Pike. The state h i g hwa y department has approved the l i g h t but financing is a lo c?1 matter. But p r o b a b l y the biggest problem facing the village officials today is a talked-of project that will encompass a large number of home own ers in the village--extension of s i d e w a l k s and curbing throughout the town. Postal officials turned down late last year a village re quest for house - to - house mail d e l i v e r y principally b e c a u s e of the absence of all-weather sidewalks in a large portion of the town. Council members are mul ling over a plan that would extend the present sidewalks. Details are still vague be cause a clear local reading on what constitutes an "a ll- weather" sidewalk in the eyes of the postal department has not been available locally. Hal J.
